In an exciting development for the profession, NYSCA President Dr. Anthony Palumbo has announced the creation of a new NYSCA Committee on Chiropractic Science, Philosophy, and Art. After his term as President concludes on May 31, 2025, Dr. Palumbo will chair this committee with the goal of fostering collaborative dialogue among chiropractors and chiropractic students of all backgrounds and alma maters.
More than 275 attendees hailing from ten different states, along with fifty different exhibitors and event sponsors, helped raise the attendance bar to new heights at the NYSCA 2025 Spring Convention, held March 28-30 at Mohegan Sun Casino and Resort in Uncasville, CT.
Chapter 56 of the Laws of 2021 amended Social Services Law § 413 to require additional training to include protocols to reduce implicit bias in decision-making processes, strategies for identifying adverse childhood experiences, and guidelines to assist in recognizing signs of abuse or maltreatment while interacting virtually within the New York State Mandated Identification and Reporting of Child Abuse and Maltreatment/Neglect coursework. This law requires that mandated reporters (which includes New York State Chiropractors), including those who have previously undergone the current training, complete the updated training curriculum by April 1, 2025.
On Monday, March 24th, the NYS Workers' Compensation Board posted notice regarding changes to durable medical equipment (DME) prior authorization requests (PARs), which also impacts all draft PARs (whether from providers, their delegates, or responses from payer reviewers).
[Updated March 21, 2025] All entities created in the United States — including those previously known as “domestic reporting companies” — and their beneficial owners are now exempt from the requirement to report beneficial ownership information (BOI) to FinCEN. Existing foreign companies that must report their beneficial ownership information have at least an additional 30 days from the date of publication of the interim final rule. Last week Excellus BlueCross BlueShield and Univera Healthcare sent letters to their Medicare Advantage members receiving chiropractic care. The NYSCA Insurance Committee (NIC) has spoken with numerous NYSCA doctors regarding this notice and the impact on their practices.
The Assembly and Senate have released their one-house budget proposals. Each house will now pass a resolution, which will memorialize their one-house budget proposals. These proposals were compiled after the Assembly and Senate held weeks of joint budget hearings and scores of meetings with a variety of stakeholders, who weighed in on the proposals contained in the Governor’s proposed budget. Each one-house budget accepts, rejects or modifies the Governor’s budget proposals that were released in January and adds priority issues for each respective house.

It is important for our members to be aware of items that might affect your practices. It has come to our attention that some offices that use X-ray equipment may receive an unexpected bill from the New York State Department of Health(NYS DOH). The department has not billed X-ray equipment fees for four years. Note the NYS DOH had hired a new group to improve the billing and payment process which resulted in this error.

At the ChiroCongress annual meeting, held on Saturday, November 16, 2024, at the Grand Hyatt Denver in Colorado, Dr. Gerald Stevens was elected as 2nd Vice President of the Congress of Chiropractic State Associations. Dr. Stevens also continues to serve as a member of the ChiroCongress Cares Board and on the NYSCA Executive Board as the NYSCA Treasurer.
